They've came out of nowhere to become the No.2 in Wuppertal behind the legendary WSV. In fact so much so, that in 2004 the clubs agreed to a merger...
The club was founded in 1976 when two older Wuppertal clubs merged, SV Germania 1907 Wuppertal and VfL 1912 Wuppertal. The club didn't do much until gaining promotion to the Oberliga in 2001, and created a sensation as they mounted a direct challenge to legendary WSV for city supremacy. A split in both matches the first season along with a 3rd place finish showed they were serious.
However, by the next season, the first rumours of a possible merger with WSV surfaced. Part of the reason was that Borussia, whose 2003 budget was approx. 400,000 euros, felt that they could not compete financially at this level. Also, there was a desire to see a Wuppertal club make it back to the pro ranks. Negotiations with WSV were begun, and informal cooperation started, with players being "traded" between the two clubs. Supposedly the new club will be called Wuppertaler SV Borussia, but will still gave the colours and initials of WSV. The bone thrown to Borussia was that the president would become vice-president of WSV, which is undoubtedly good for him, but crap for the members. If they wanted to be part of WSV, they could have joined in the first place.
The new "Borussia" now essentially becomes "WSV-II", what a sad joke perpetrated upon the supporters.
